Disability

INSA Rouen Normandie, with its strong humanities values, has taken up the issue of inclusion for all. The recruitment, reception and support of people with disabilities, whether employees or students, are at the heart of our commitment. INSA strives to support all those who find themselves in a situation of disability, whether permanent or temporary.

Our policy is guided by the Schéma pluriannuel du handicap 2020-2022 voted by the Board of Directors on 19/12/2019. It sets out the actions to be implemented over the next three years and is structured around four major axes:

  • Area 1: Welcoming and supporting students with disabilities
  • Area 2: Accessibility of premises and teaching facilities
  • Area 3: Information, awareness-raising and training
  • Area 4: Recruiting and retaining disabled staff

Mission Handicap is in charge of coordinating and providing support for students with disabilities or health problems, whatever their nature and duration.

This mission enables the necessary adaptations to be made to the specific needs of each student, in order to compensate for any disability.
When registering for the first time, it is advisable to contact Mission Handicap as soon as possible so that the necessary arrangements can be made at the start of the academic year.

The Heritage Department is heavily involved in refurbishing the school and its residences to improve access and circulation, taking into account the various handicaps.
Here are a few examples

  • Reserved seating 
  • Automatic doors with remote controls
  • Differentiated colors 
  • Paved paths for easy access to administrative, teaching and research buildings  

To implement this policy of inclusion, a permanent working group of students and staff was set up in 2019. Its role is to propose, design and implement actions in favor of people with disabilities, and to raise awareness among the entire Insaian community.

Some examples of actions carried out:

  • Creation of dedicated internet/intranet pages
  • 1-year personal student project (2 students from the CFI department)
  • Poster campaign
  • Dedicated training for staff in contact with people with disabilities
  • Establishment of a partnership with the Bouchons 276 association

The Human Resources Department, the Social Action Office and the INSA Rouen Normandie Disability Correspondent are committed to informing all employees, particularly those with disabilities, of their:

  • their rights concerning their life in the establishment
  • the progress of their career  

Rights

The law of February 11, 2005 on equal rights and opportunities, participation and citizenship for disabled people, stipulates that employers must do everything in their power to recruit, maintain and advance the careers of their disabled employees.

An employee can be recruited either through the "Beneficiary of the Employment Obligation: B.O.E." scheme, or through a contractual arrangement.

During the course of their career, all employees, whatever their status, can benefit from a number of measures and aids designed to keep them in employment.

Human assistance

INSA Rouen Normandie's disability correspondent will facilitate integration within the establishment. The role of the correspondent is to support disabled employees:

  • In administrative procedures with the Maison Départementale des Personnes Handicapées (M.D.P.H) to obtain or renew recognition as a disabled worker (RQTH). 
  • To adapt the workstation, in close collaboration with the prevention doctor. The health and safety engineer and the S.A.M.E.T.H. (Service d'Appui au Maintien dans l'Emploi des Travailleurs Handicapés) may also be involved.

For example, INSA Rouen Normandie contributes to the purchase of hearing aids, provides ergonomic mice, ergonomic office chairs and adapted desks, as well as IT equipment that meets the needs of the employee concerned.

  • Recruiting (internally or externally) people to support disabled employees.   

Disability-related training

Disability-related training courses can be set up in collaboration with CAP Emploi, to ensure that employees remain in employment.

Flexible working hours

It is possible to benefit from flexible working hours. These arrangements are granted by the department manager, subject to service requirements and the advice of the prevention doctor. Working hours will be identical, but adjusted to take account of medical care or fatigue.

N.B.: these arrangements are also granted in cases where the disability of a third party (partner, spouse, PACSÉ, dependent child, ascendant or person taken into care at home) requires the agent's presence.

Automatic part-time work

On request, authorization to work part-time is granted as of right, on the advice of the prevention doctor. Remuneration is calculated on a pro rata basis.

Priority for transfers, secondments and employment placement agreements

After consultation with the prevention doctor.

Please note that mobility is linked to a vacancy and results from the establishment's job management, as well as to the compatibility of the profile and disability with the position applied for.

With regard to disabled teacher-researchers, the modification of the statutory decree in 2014 introduced a favorable measure. Their application for transfer or secondment does not have to be submitted to the selection committee.  Their applications are examined directly by the academic council or competent body. 

Retirement

New provisions concerning early retirement for civil servants with disabilities were introduced by Law n°2014-40 of January 20, 2014 guaranteeing the future and justice of the retirement system (articles 36 and 37). Early retirement from the age of 55 subject to meeting certain conditions can be granted.

Social benefits

  • The F.I.P.H.F.P (Fonds d'Insertion des Personnes Handicapées dans la Fonction Publique) automatically grants a 30% bonus on vacation vouchers. To take advantage of this benefit, visit the civil service website: www.fonctionpublique-chequesvacances.fr
  • Allowance for disabled children under the age of 20 and subsidies for disabled children staying in specialized centers: allowance paid monthly by the Social Action Office.
  • Financial assistance for moving: the FIPHFP can cover part of the cost of moving (up to a maximum of €765). This assistance may also be granted to a previously unemployed person who is obliged to move in order to be hired.
